£ 2 M Consultancy Project to Improve Roads in Poland

On 22 January 2010 Scott Wilson was awarded a contract by the
General Directorate for National Roads and Motorways (GDDKiA) to
provide the third phase of technical advice for all motorway
projects in Poland. This phase of the project extends to the
end of 2011and is worth £ 2 million; taken with the two earlier
phases the value of the whole commission now totals £ 8.2
million.
Scott Wilson was appointed as the technical adviser to GDDKiA
for the first phase of the project in 2006 and after its successful
completion, was re-appointed for the second phase after a
competitive tender in 2008. Scott Wilson’s professional expertise
once again was recognised in being awarded the third phase
following a further competitive tender.
The main purpose of the project is to assist GDDKiA with the
implementation of Poland’s £24 billion motorway construction
programme, particularly with respect to the process of selecting
construction and maintenance companies or managing agent companies,
the conclusion and implementation of road construction and
maintenance agreements and agreements for the maintenance of toll
expressways and motorways as well as other toll-free road
infrastructure delivered through concessions or public-private
partnerships.
Scott Wilson’s services include the preparation of various
documents, specifications, analyses and forecasts, including
economic issues, on-going technical assistance to GDDKiA, and
supporting GDDKiA in their negotiations with private partners and
selected contract supervision in accordance with Polish Law,
including supervision of the first Private-Public Partnership
contract in the roads sector. Scott Wilson is also preparing an
innovative and challenging feasibility study assessing available
technologies and scenarios for the system-wide implementation of a
new nationwide electronic toll system.
