Procurement Advice
The Transport sector involves procurement of
works, goods and services varying in size and value from major
infrastructure contracts to small consultancy packages.
Governments, lenders and owners have widely varying policies and
rules designed to ensure efficiency, value-for-money and good
governance. Procurement often involves taking a project through a
complex web of approvals and assessments even before it is brought
to the stage of tendering. The client needs to understand how to
prepare and package infrastructure contracts so as to secure
funding and launch the most appropriate form of contract.
The consultant can assist by applying his wide
knowledge of procurement options to the client's specific
circumstances. Works can be packaged as engineer-designed or
contractor-designed using domestic or international [FIDIC] forms
of contract. Internationally, lending banks and institutions have
developed detailed frameworks for ensuring that public funds are
correctly applied and the consultant is able to assist the client
to navigate through these processes.

design–build, design-build-finance-operate and performance based
maintenance contracts. We provide advice and assistance in the
drafting and selection of contract documents, the preparation of
bidding documents, pre-qualification documents, and the appraisal
of pre-qualification applications, bid evaluation and contract
award procedures. This advice is dependent on the procurement
requirements of the project and has encompassed the procedures of
various international financing agencies such as World Bank, EIB,
EBRD, PHARE, EU and those of the National Public Procurement
Office.
