Master Planning and Feasibility Studies

Investment in transport infrastructure represents a major part
of state spending. Infrastructure lifetimes are 25 to 40
years and more, and structures and installations are not easily
modified. Whether the assets will be procured through public
or private funding, it is essential that the owner and investor
commit to appropriate schemes which will service the present and
forecast requirements of passenger and freight demand. The client
requires a comprehensive service to assess how demand for transport
will change in the future and how his land ownership and existing
facilities can continue or be modified to provide the service.
Masterplanning of airports, ports, railways
and roads involves forecasting traffic patterns, understanding the
influence of changing technology on capacity, size and efficiency
of aircraft, ships, trains and vehicles. The plan will be
crafted to maximise the asset use to the client. Typically the
masterplan will be a 25-year vision and will envisage phasing of
development.
The feasibility study will assess the engineering required for each
phase and will estimate the financial and economic benefits.
Impacts on the environment and social infrastructure will be
assessed and mitigation proposed as appropriate.
Scott Wilson has all the required expertise
in-house for transport masterplanning and feasibility
studies. Over the last 40 years we have assisted governments
from China to Canada, Siberia to South Africa, in long-term
planning and in feasibility assessment. On many occasions we
have been retained by clients facing expanding demands to extend or
update plans dating from our previous engagements, typically 25
years previous.
