Supervision of Northern Access Road to Klaipeda Port

Project introduction
In year 2003 Scott Wilson was appointed by Municipality of
Klaipeda as Engineer for construction of the northern access road
to Klaipeda Port. Scott Wilson was required to deliver supervision
services for the project. In 45% the project was financially
supported from ISPA and in 55% by national co-financing. The
completion was due on January 2008.
Project background
The railway junction in Klaipeda Seaport, international airports
in Vilnius, Kaunas and Palanga forms an inseparable component of
the Pan-European transport corridors constituting the Trans
European network. Taking into account into current international
and transit transportation needs and forecast Lithuanian investment
priorities are assigned to the modernisation of the infrastructure
within those corridors. This project includes a number of measures
to significantly improve Corridor I, its branch IA and IX, to
address critical problems such as accident black spots,
bottlenecks, poor road quality and traffic safety.
Project scope
The project encompasses a number of measures intended to upgrade
Corridor I and side corridors IA and IX. This will solve the
critical problem of danger spots (“black points”), bottlenecks, bad
road quality and traffic safety. Our experts provide comprehensive
services of supervising the construction of a new section of road
(1 697 m, 4 lanes) from Kretingos Street to Liepu Street, and the
construction and widening of 2 254 m of existing road from Artoju
Street to corridor IX B, including the reconstruction of a 46 m
rail overpass and a 75 m bridge.
What we achieved
Integration the Port of Klaipeda into trans-European and
trans-Baltic networks in accordance with foreseen TEN-T development
strategy. The main physical objective is connection the Northern
part of the port with corridor IXB (Klaipeda-Kaunas-Vilnius
highway) with a new road outside the central area of Klaipeda.
Northern Access Road will improve conditions for transit truck
traffic with clear signed route and in the long run reduce travel
time. The road will reduce environmental conflicts between the
transit traffic and the city of Klaipeda as well as the number of
accidents. Specific objectives are expected: new access road
connecting Klaipeda port and national road network, thereby
ensuring safe and fast cargo transportation avoiding the city
centre increased capacity of cargo transportation via Klaipeda
Port, reduced travelling time from/to Klaipeda port, improved road
traffic safety in the area, improved environmental quality in the
city of Klaipeda.
