Project Background
Booker Tate is the Project Developer for a
proposed 25 MW bagasse (sugar cane residue) fired cogeneration
plant to be located adjacent to an existing sugar factory in
Northern Belize. The plant will provide firm power throughout the
year to Belize Electricity Limited, operator of the national grid.
It will also supply all the electricity and steam requirements for
the sugar factory and associated infrastructure. The project is
widely supported within Belize and externally for its environmental
sustainability and “green” credentials.
Project Scope
Scott Wilson has been appointed as a
Commercial Adviser to assist Booker Tate with the project
development, and in particular with the development of the
commercial documentation, assistance with securing finance and
procurement of contractors and operators for the station. We also
undertook the Environmental Impact Assessment of the project and
its associated 132 kV transmission system.
Value Adding Project
Achievements
Scott Wilson provided the following
services:
- Development and negotiation of Commercial
Agreements between the IPP company and the Electricity
Utility.
- Development of Power and Steam Sales
Agreement, Fuel Supply Agreement and agreements for other services
between the IPP company and the Sugar Company.
- Assistance with development of the Project
Information Memorandum (PIM) in order to secure equity and debt
finance.
- Assistance with procurement of the EPC
Contractor and the Operation and Maintenance Contractor, including
development of the EPC and O&M Contracts.
- Assistance with the sale of the Certified
Emission Reduction Units (Carbon Credits), including assistance
with development and negotiation of the Carbon Credit
Agreement.
- Carrying out a Carbon Abatement baseline
study as substantiation of the Emission Reductions.
- Technical inputs on the cogeneration plant,
bagasse firing and steam cycle.
