Project Introduction

ECI scheme which HA awarded to Edmund Nuttall Ltd in March 2004.  SW are Contractors Designer and the scheme budget is £37.5m.

Project Background

The existing single carriageway section of the A47 between the Blofield Bypass and the Acle Bypass presents a significant discontinuity in the standard of highway provision between Norwich and Acle. The scheme will upgrade 3km to dual 2-lane standard and provide grade separation of the junction closest to Acle, which suffers from a high accident frequency due to large numbers of HGVs turning. Other junctions will be closed, except for a partial movement junction for westbound traffic at the western end. Notoriously congested where the single carriageway commences, with a high proportion of HGVs.

Project Scope

The objective of the scheme is to improve safety for all users, to improve access to local facilities and the wider transport network for all travellers, and to reduce congestion on the A47 by removing the bottleneck of the single carriageway section whilst delivering an environmentally acceptable scheme that protects and enhances the built and natural environment.

Scott Wilson’s services have included highway design, structural design, geotechnical advice, environmental assessment and design, traffic and economics analysis, drainage design, landscaping, street lighting and signing design, as well as the design management and assisting the Highways Agency in the Statutory process by preparing the draft Orders. Scott Wilson will be providing expert witnesses and support to the Highways Agency during the Public Inquiry. During the schemes construction phase, Scott Wilson will be providing construction supervision.

Value Adding Project Achievements

Design seeks to minimise import of material and the new carriageway is set in cutting, to maximise the cut-fill balance for the scheme as a whole. New tracks to maintain means of access to land and property will be constructed using recycled pavement materials.
